The present article describes the complexity of the relation between the International Law and the juridical national systems to effects of expose, in a specific way and for the first time in the doctrine, the situation generated in the Cuban Law. The existing problematic is analyzed proposing a possible dualistic solution, from the analysis of the current legislation, the doctrine and the international practice of Cuba.
